Alfredo Ribeiro Neto is Professor of Department of Civil Engineering at the Federal University of Pernambuco – Brazil. Dr. Beyene is Professor of Mechanical Engineering at Department of Mech. Engineering, San Diego State University (SDSU). He earned his Ph.D. from Warsaw University of Tech. He is Director of the Renewable Energy and Energy Efficiency Center, SDSU. Dr. Beyene’s research integrates computational and experimental techniques to address fundamental and practical problems of energy conversion. Prof. Beyene has attracted several millions of dollars in research funding from NSF, DOE, US Navy, CEC, etc. He is the author of significant number of refereed journal articles, proceedings, and technical reports. He is recipient of many awards including Fellow member of the ASME.

Carl Bauer is Associate Professor in the School of Geography and Development, University of Arizona, Tucson, AZ, where he also directs the Graduate Certificate in Water Policy. Bauer teaches and does research about comparative and international water law and policy, taking an interdisciplinary approach that combines law, geography, and political economy. He was formerly a researcher at Resources for the Future, in Washington, DC, and he has been a consultant to numerous international organizations. His regional expertise is in Latin America and the Western United States. Bauer has a Ph.D. in Law and Social Policy from the University of California-Berkeley Law School, an M.S. in Geography from the University of Wisconsin-Madison, and a B.A. in Geology from Yale University.

AQUASEC – Center of Excellence for Water Security

Prof. Scott is Associate Professor of Geography and Development, and Associate Research Professor of Water Resources and Policy at the University of Arizona. His work focuses on the water resources and policy dimensions of climate change and urban growth with particular emphasis on groundwater, urban wastewater and water reuse, the water-energy nexus, transboundary water resources, and climate adaptation. He holds Ph.D. and M.S. degrees in hydrology from Cornell University (USA). He has over a decade of water resources experience with the International Water Management Institute living and working in India and Mexico, in addition to two years in Honduras and two years in India with nongovernmental organizations.

Elma Montaña is a CONICET (Scientific and Technological National Research Institute) researcher at the Human, Social and Environmental Sciences Institute (INCIHUSA) and full professor of “Urban and Rural Socioloy” at the School of Political Sciences of the National University of Cuyo, Mendoza, Argentina. She holds a PhD and a DEA from the Sorbonne University-Paris 3 in Geography and Planning. Working in the INCIHUSA-CONICET, she leads a research team working on space-society and nature-culture relations in drylands, political ecology of water and vulnerability to global environmental change. In the last three years she has been awarded the UDUAL (Latin American Universities Union) Research Award and the CLACSO “Superior” research fellowship to address climate change human dimension’s issues for study cases in countries of Latin America. She is currently leading the Argentinean team of the “Vulnerability to Climate Extremes in the Americas” project and is working on climate change and food security issues for Latin America, African and Asian cases under the Africa/Asia/Latin America scholarly collaborative program of APISA – CLACSO – CODESRIA.

Francisco is a water resources engineer and staff scientist at the USA branch of the Stockholm Environment Institute (SEI). His research interests relate to exploring potential impacts of climate change on agriculture, specifically the impact of altered weather variables and increasing atmospheric CO2 concentrations on crops yields and water use. Francisco’s expertise include applications of SEI’s WEAP (Water Evaluation and Planning) system to address water and energy planning issues in the context of climate change adaptation. Francisco has worked for the Mexico Country Program of the International Water Management Institute on various projects of applied water resources engineering. He has a Ph.D. in soil and water engineering from Cornell University, an M.S. in water resources engineering from the Colegio de Postgraduados, in Mexico, and a B.S. in agricultural engineering, with specialization in irrigation, from the Universidad Autonoma Chapingo, in Mexico.

Professor Francisco Meza is the Director of the Centro de Cambio Global at Pontificia Universidad Catolica de Chile and co-Director of the IAI Center for Water Security in the Americas AQUASEC. He is member of the Scientific Steering Committee of the Global Water System Project. He is also member of the IPCC task group TGICA and Lead Author of the AR5 of IPCC. His research is focused on understanding impacts of Global Change on Agriculture, Forest and Water Resources and the development of adaptation strategies for these sectors. He has been lead investigator of several national and international grants and main advisor of a dozen of graduate students. He has also served as member of the advisory committee on Climate Change for the ministry of agriculture in Chile.

Guido Soto Alvarez is a Forestry Engineer (1967) from the University of Chile, Chile. Since 2003, he has been the Executive Director at the Water Center for Arid and Semi-arid Zones in Latin America and the Caribbean-CAZALAC/UNESCO. Before that, he worked in several projects related with the management and protection of natural resources in arid zones, as well as in extension and rural development activities. He was Regional Director of the National Forestry Corporation at the Region of Coquimbo, Chile (1972-1990); National Focal Point of the Convention to Combat Desertification and Drought (UNCCD); has acted at several charges in that organism like a Vice-President LAC Regional Meetings, Vice-President Committee of Science and Technology (COP3, Dakar, Senegal), President of the Group of Latin America and the Caribbean (COP4, Bonn, Germany-Dec. 2000), President of the Group of Latin America and the Caribbean (COP4, Bonn, Germany-Dec. 2000), and Vice-President of the Bureau (Board of Directors) in COP5/UNCCD (2001-2003), Geneve, Switzerland; Director of FAO/Holland Participative Forestry Development Project in the Andes – Chile (DFPA); on rural forestry development in arid zones: Training; technological transference; diagnostics and proposals for development of local communities (1993 – 1995); and Consultant to FAO, UNESCO and to the Secretariat of the UNCCD.

Jorge Nuñez is an agriculture engineer (Pontifical Catholic University of Valparaiso, 2000), master in Agricultural Engineering (University of Concepción, 2003) and he is pursuing PhD studies in Agricultural Engineering in Water Resources (U. de Concepción). He is the project coordinator of the Water Center for Arid and Semi-Latin America and Caribbean-CAZALAC, linked to the IHPUNESCO. He has developed research in probabilistic analysis of hydrological variables and coordinating their dissemination in Latin America and Cuba through funding from the European Commission for Latin America. He is a member of the International Commision of Statistical Hydrology, also author and co-author of ISBN publications and mainstream journals. As a teacher he has guided various undergraduate thesis. He has participated in several international courses and invited to meetings and teach courses in several countries, including Brazil, Cuba, Mexico, Ecuador and Peru, to name a few. Main areas of interest in their work, includes climate variability regarding water supply and frequency of drought events in arid and semiarid regions.

Koen Verbist forms part of UNESCO-International Hydrological Programme, Hydrological Systems and Global Change section, where he coordinates the implementation of water management strategies in dryland areas of Latin America and the Caribbean, and specifically targets aspects of drought risk management and near term climate change impact on water security. From 2005 until 2008 he was active at the UNESCO Category II center CAZALAC, where he led activities on dryland and drought mapping. Koen Verbist obtained his PhD in 2011 at Ghent University on ‘Climatic and soil physical constraints for efficient water harvesting’, where he also lectured on Desertification and Soil Degradation, Geographical Information Systems and Soil Water Management. Nicolas Di Sbroiavacca es ingeniero en petróleo y magíster en economía de la energía y del medio ambiente (Scuola Enrico Mattei, Italia). Es investigador titular de la Fundación Bariloche, especializado en economía de la energía, planificación energética, en la elaboración de inventarios de gases de efecto invernadero y en estudios de mitigación. Ha desarrollo en más de 10 países de ALYC modelos energéticos de prospectiva y de mitigación utilizando el modelo LEAP. Ha coordinado equipos interdisciplinarios nacionales e internacionales de investigación y asesoramiento técnico. Participó en la evlaución de comunicaciones nacionales de diversos países para la UNFCC y el NCSP, además ha sido revisor de las guias del IPCC del modelo para la estimacion de la emisiones de gases de efecto invernadero y revisor por Argentina del capítulo de mitigación del Fourth Assessment report. Posee más de 20 años de experiencia en el ámbito de la economía de la energía, desarrollando tareas de investigación, docencia y asesoramiento técnico en diversos países de la región y coordinando y dictando talleres internacionales en diversos continentes. Ha sido contratado como consultor por instituciones y organismos tales como: UNDP, UNIDO, BID, UNFCCC, NCSP/UN, CEPAL, OLADE, entro otras. Actualmente desempeña el cargo de Vicepresidente de Fundación Bariloche.

Rodrigo Fuster is Assistant Professor in the Department of Environmental Sciences and Renewable Natural Resources at the University of Chile, where he also directs the Diploma in “Water management and environment in the XXI century”. Fuster teaches on Hydrology and Integrated Water Resources Management, and research on regional aspects of water management and use taking a complex systems approach. He is an Agronomist, Master in Environmental Science and a Ph.D. candidate at the Autonomous University of Barcelona. As a teacher he has directed several undergraduate and graduate theses. His work has focused interest in understanding the territorial conflicts associated with water and the development of tools to support decision making under the institutional framework of the Chilean model of water management, conducting research in different basins throughout Chile.

Sebastian is Executive Director of the UC Global Change Center, a research center at the Universidad Católica de Chile. He is also a Research Associate at the Stockholm Environment Institute. His research interests are related to water resources, hydrologic modeling and integrated watershed management. In recent years, Sebastian has studied the impacts of climate change on water resources in California, Chile and elsewhere in Central and South America. The focus of his recent work has been associated with the search for strategies to adapt to these impacts. Related to these research areas, Sebastian is Author of the 5th Report of the IPCC in the chapter on Climate Change Impacts in Central and South America and was a Review Editor for the IPCC Special Report on Climate Change and Extreme Events in the chapter impacts. Sebastian is an Environmental Engineer from the Universidad Católica de Chile. In 2004 he earned a Masters in Public Policy and a Masters in Environmental Engineering from the University of California at Berkeley. In 2007 he obtained a PhD in Environmental Engineering from the same university.

Sigrid de Mendonça Andersen is a Brazilian, Social Scientist from the Federal University of Paraná, Brazil (UFPR) and PhD in Environmental Geography from the University of Aberdeen, Scotland (2005). Three years of research doctorate were conducted at the Economic Commission for Latin America and the Caribbean (ECLAC), in Santiago of Chile. She is Specialist in Environmental Management and Environmental Impact Assessment (University of Aberdeen, Scotland); and in Environmental Policies, Law and Institutions in South America (FARN, Argentina). She is presently a professor at the Federal University of Paraná, Brazil, and member of the Brazilian Association for Defense Studies (ABED); and the Association of Universities of the Montevideo Group (AUGM/MERCOSUR), making research on environmental public policies, geopolitics and sustainability. She is currently vice-coordinator of the Pos Graduate Program in Environment and Development (MADE) UFPR.

Dr. Pierce, is a Research Assistant Professor with the Center for International Energy and Environmental Policy and the Digital Media Collaboratory at The University of Texas at Austin. Dr. Pierce adopts a scholar-practitioner approach to integrate science-based information with human organizational systems for application to groundwater management and energy-water problems. Resultant decision support systems link participatory modeling with simulation, optimization, and multi-stakeholder concerns.
Her research has garnered recognition from local to international levels, including selection as a Fulbright Nexus Scholar, ICE WaRM Liaison to the Australian Centre for National Groundwater Research and Training, and as a Science to Achieve Results (STAR) Fellow of the Environmental Protection Agency. Current projects include hydroinformatics for sustainable aquifer yield in Central Texas and South Australia, along with evaluating perceptions of science at a geothermal basin in the Atacama Desert of Chile.
